When Job Begins, Permit Should be Pulled
Every city and county do have different hours, rules, fees, it really depends on the state and town you live in, but overall the process is pretty simple.
When a job commences, it’s at that time, a permit should be pulled & paid for, with the exact scope of work that is going to be completed. A permit number and inspector is assigned to your job. If the permit is not completed correctly the on site inspector will make changes, and your plumber will have to go back to building and safety to correct it. For example (if your plumber pulls a permit for a regular water heater, but is putting in a tankless water heater, the inspector will require him to make the changes)
When work is ready for the inspector to come out, then the plumber will have to call 24 hours prior to the inspection desired. The plumber leaves your permit number, job address and phone numbers.
The next morning the building and safety or the city inspector will call in the morning to notify the plumber as to what time he will be there. That typically is a 4 hour window. There are times that an inspector will be considerate of a plumbers time and provide a more narrow window. At this time, it’s important for the plumber to get the plumbing work that he performed, ready for the inspection and have all the necessary documents on hand.
When the inspector arrives, expect him to request the permit, and do a job walk through of all the work. He will see if all tests have been performed that are required for passing. Such as a gas line holding air of 15 psi for 15 minutes. Or water holding in the waste pipe. Or inspect the water line connections. If the work is not approved, he will then write a correction notice listing all the corrective work that needs to be completed. He then will request a 2nd on site visit once its been done. This will prevent any walls, or backfilling to occur and can halt the project overall.
Building a new home from the ground up? In this case, the inspector will have to visit the site several times until the final job is completed. There is underground plumbing work. Once the walls are framed then there is all the plumbing in the walls and ceilings. Once that is complete, the fixtures like the faucets and toilets are inspected for the final inspection.
Once the city inspector has approved all the work, he will sign off on the plumbers paper permit. This will allow the plumber to show their customer the work has passed all city codes. This permit paper will sometimes be used by the general contractor or homeowner to show proof that the next phase can start. Like the patching and covering of the plumbing that was installed. Once the inspector returns to his office, he will input all the information in the computer. Building and safety will send the homeowner the final approval.
